This is what I plan the winter beater to be.. The “RallyBeater”.

Majority of the parts can be bought at Princess Auto or Canadian Tire (Canadian equivalent of Pep Boys, O’riley’s, Auto Zone, Harbor Freight...)
vehicle I’m getting is the same, if not similar to the one pictured, and is $400.

I am assuming from the comment you are building a car for surviving a Canadian winter? Not much of that is very helpful. What really helps, at least RWD (as long as you learn to drive it right in snow) or better AWD or even better 4WD. Heavier is better than lite weight, and that looks like a very lite car . Lifted only helps if you fit bigger tires to get you better ground clearance. Also only better if done right, and that costs money. Better to get a car with a high stock ride height. Snow and Ice tires are a MUST, and get dedicated rims so you can change them come spring. As for those choices, mount fog lights under the bumper, the idea is to light the road not blind on coming drivers. Rear Spoiler only works if its properly designed, and at high speeds, so really likely just bling. Mud flaps, kind of a draw, will save damage to body work or cars behind you, but also likely to build up snow and create a small amount of drag.

I’m well aware of all the points you brought up. The idea is to make a road car that has the functionality of a rally car. Said car also happens to be a winter vehicle. I have a car that is pretty much in mint condition for the rest of the year.
To clarify...
Fog light is aimed downwards and will not be always on. Winter tires are going with dedicated wheels. Lift comes from CR-V suspension/steering parts. Mud flaps are flexible, so buildup is minimal. Spoiler is for aesthetics mostly, but does help on higher speeds on the highway, not that I’d be going fast in a blizzard.

Needs more DOTZ Dakar! Mix that up with the slightly bitter ground clearance you were eyeing, the flaps and some additional lighting up front and you’re set. Have you considered something with more driven wheels than a Civic?

I have. Not very cost effective imo. AWD only helps getting up to speed. The various subarus my friend (who’s friends with the seller) has owned were not very cheap to maintain, despite being fun.

My brother is experiencing that very scenario ... weighs more, has more parts, needs more expendables, parts are more expensive.
That said, I figured you’d just keep if for the winter, so that maintenance costs wouldn’t matter so much.

Took a look at the car, at last. It’s a twin-spoiler. Perfect candidate for a short-throw. I already have Y7 headers available, which were originally obtained for a friend’s Si, but won’t fit there, so I got them now.
